Water vapour is by far the most important greenhouse gas and the atmosphere holds a high concentration of water vapour. Because the atmosphere holds so much water vapour, small changes in its concentration do not have major impacts. However, small changes in the concentration of carbon dioxide make a very significant difference to the heat retained on earth making carbon dioxide more important in regulating temperatures.
